　　本文结合了第三产业经济学和区域经济学的观点，从东、中、西三地区的划分角度出发，在理论和实证方面对中国第三产业的区域发展进行了探讨。

　　本文共分三章。第一章介绍了几个基本概念，如区域、区域经济发展、第三产业、区域第三产业发展等。在此基础上分析了区域第三产业差异的原因，讨论了区域经济发展与第三产业的关系，详细阐述了影响区域第三产业发展的因素和区域第三产业发展将要经历的阶段。在第二章的实证分析部分中，笔者把国际上第三产业发展的理论运用到中国来评价各地的发展状况，笔者搜集了1978年至2000年的数据，运用这些翔实的数据来分析各地第三产业发展状况及其特点。并用层次分析法建立了各地第三产业发展综合水平的评价模型，使评价结果达到合理化、全面化、科学化，依此判定各地第三产业发展的真实状况。在第三章中笔者总结了三大地区在第三产业发展中存在的问题以及原因，并给出了一些建议，以求这些能够指导实践，促进各地第三产业的发展，进而带动经济的进步。

　　本文的基本结论是：自1978年至2000年间，三大地区第三产业的发展比较迅速，但与国际上相似收入水平的国家或地区相比，还比较落后。并且在增加值方面，三地区都出现了在80年代发展远远快于90年代的现象，而就业的发展状况却恰恰相反。第三产业发展在各地出现不平衡的局面，且这种不平衡的态势在逐渐扩大。导致这些问题出现的原因是各地城市化水平低、第三产业内部结构升级缓慢、存在制度约束；经济战略的改变；经济发展水平、城市化水平和外部环境的差异。可从两方面着手解决以上问题，一是认清第三产业的重要地位，继续巩固和提高，二是调节第三产业发展的区域不平衡，获得全面进步。

Abstract

Combining the tertiary industry economics and regional economics, the dissertation makes theoretical study and positive analysis of regional tertiary industry development in china, based on the dividing pattern for east china, midst china and west china.

The dissertation is composed of three chapters. Chapter 1 introduces several concepts, such as region, regional economic development, the tertiary industry and the tertiary industry development .Based on these concepts, chapter 1 analyzes the cause for the divergence of regional tertiary industry, and discusses the relation between regional economic development and the tertiary industry, and elaborates factors which have influence on regional tertiary industry development and the stages which regional tertiary industry development will go through. Chapter 2 applies the international theory about the tertiary industry to china to evaluate the development condition of all regions. Having collected the data from 1978 to 2000, the author makes use of these data to analyze conditions and characters in each regional development of tertiary industry, and exercises The Analytic Hierarchy Process(AHP) to build up evaluation model about the integrate development level of all regions in order to make the evaluation outcome rational, comprehensive and scientific. Chapter 3 summarizes the problems and causes about tertiary industry development in three regions and provides some suggestion, in order to guide practice and promote tertiary industry development of all regions and push forward economic advancement.

The conclusions of the dissertation are summarized as follows: since 1978 to 2000, the tertiary industry in three regions developed quickly. But compared with other countries and areas, their development levels are backward. Three regions’ product value increase fast in eighties than in nineties, but tendency of employment development is just the opposite.

Three regions’ tertiary industry developments are inequable, and the situation is worsening. The causes are three regions’ low urbanization level, the slow internal structure upgrade in tertiary industry, the existence of system restriction; change in economic strategy; the differences between economic development level, urbanization level and external environment. To solve these problems, two works must been done, one is getting a clear understanding of the tertiary industry’s important position, the other is making regional development equal and making a big progress in tertiary industry development.
